Governance Structure
The Inter African Coffee Organisation Headquarters agreement is governed under the framework of the UN treaty of the Vienna Convention of diplomatic relations, as it pertains to the governing rules of procedure, privileges and immunities in the host country.
The General Assembly
The General Assembly is the supreme organ of the organisation and comprises the 25 coffee producing countries represented by members from the relevant government Ministry departments which are supported by the specialized technical agencies in charge of coffee. The conduct of meetings and business are governed by IACO Rules and Procedures adopted by the General Assembly. The Annual General Assembly (AGA) meets after the close of the coffee year (October – September) statutory by November 30th, but the Extra-Ordinary Assemblies (EGAs) can be held any time in line with the guidelines given in the IACO Rules of Procedure. At every AGA, members elect a chairman and vice-chairman who serves in the capacity until the next AGA.
In 2020, IACO General Assembly adopted a new Agreement to replace the one of 1998, and it is under this new agreement that African coffee consuming countries were invited to join the organisation as members together with the private sector associations represented as observers on one of the technical committees.
Committees
The four technical committees that meet before and submit their respective reports directly to the General Assembly for adoption include: Finance and Administration Committee, Economic and Development Committee, Private Sector Consultative Group, and the African Coffee Research Network ACRN).Chairpersons of iaco committees under 2020 coffee agreement: 2024-2026
